Basically a lot of arguing and people refusing to listen to one another. At the end, Aang is sure that he will have to kill Zuko, the F. N. and E. K. are about to go at it, the protestors have turned violent and Katara is beginning to wonder what this whole situation means for her and Aang. After all, if the nations are to be kept separate, what does that bode for an airbender and a waterbender?

The humor is far from gone though:
Sokka: How old are you?

Penga: Almost sixteen.

Sokka: And by almost sixteen, you mean?

Penga: Nine.


Not to mention Toph and her students!
